S&T-related Budget Request for JFY2002

 

The Ministry of Education, Culture, Sports, Science and Technology (MEXT) compiled the Science and Technology-related budget request for JFY2002 (April 1, 2002 through March 31, 2003), which was subsequently reviewed by the Cabinet Office and released to public on November 28, 2001.

Up until last year, S&T-related budget requests from ministries and agencies for the next fiscal year were compiled by the Science and Technology Agency and released to public in the middle of September, right after the deadline for budget request for the next year. For this year, MEXT, which was established by the merger of the Ministry of Education, Culture, Sports, and Science (Monbusho) and the Science and Technology Agency (STA), compiled the same report for the budget request in JFY2002. Then, in contrast with the previous years, the Cabinet Office, which was newly established in January 2001 under the Prime Minister to establish and monitor governmental policies, went through the figures compiled by MEXT and modified the figures to avoid duplication of requests by ministries and agencies. This was one of the major tasks assigned to the Cabinet Office and was an important test to see if it could function as stipulated.

Following are translations of the materials released as a result of by the above-mentioned efforts. The tables are on (1) Overview of S&T-related budget request for JFY2002; (2) Breakdown of S&T-related budget request for JFY2002 by Ministry/Agency; (3) Breakdown of S&T-related budget request in the Framework of Special Budget for Structural Reform for JFY2002 by Ministry/Agency; (4) Breakdown of S&T-related budget request for JFY 2002 by field. These are then followed by major projects by field.

2. In accordance with the establishment of the 2nd Basic Science and Technology Plan, the areas to be covered by the government's S&T-related budget have been subject to review since JFY2001.

3. The "Government's Investment in R&D" referred to in the 2nd Basic Science and Technology Plan is the total amount of the central government's S&T-related budget and local government's S&T-related budget.

4. S&T-related budgets in local governments are those which were compiled at the beginning of JFY2001.

5. This table includes the figures which were requested under the framework of the "Special Request for Structural Reform."
