Draft S&T-related Budget for JFY2003
- Quick Summary -

The following report was prepared by Kazuko Shinohara of the National Science Foundation's Tokyo Regional Office. Ms. Shinohara may be reached at kshinoha@nsf.gov

MEXT (Ministry of Education, Culture, Sports, Science and Technology) compiled cross-agency draft S&T-related budget for JFY2003 and made it public on December 25, 2002. It follows up the S&T-related budget requests compiled by them in September 2002 [see our TRM 02-09 at http://www.nsftokyo.org/rm02-09.html]. The requested budgets were then rated by the CSTP (Council for Science and Technology Policy) [see our TRM 02-10 at http://www.nsftokyo.org/rm02-10.html]. As such rating was made for the first time in Japanese budget history, it called people's attention as to how the rating would be reflected on the final draft budget to be decided by the MOF (Ministry of Finance). The figures revealed by the MOF on December 20 indicated that MOF had faithfully followed the CSTP's rating and made budget allocations accordingly. The allocations proposed by the MOF will go through the Diet for approval both by the House of Representative and the House of Councilors and will go into effect as of April 2003. The figures set by the MOF usually change very little by going through the Diet. The following tables are the draft S&T-related budgets for JFY2003, the draft supplemental budget for S&T-related projects for JFY2002, and the S&T-related budgets for JFY2002 as of December 25, 2002.

2. The figures may change, depending on further investigation in the future.
